Why bundles pull ahead on big carts
A percentage code takes the same slice off whatever it touches. A tiered multi-buy does the opposite: the more you add, the deeper the per-item price. Past a handful of pieces, that tiering usually overtakes a flat percentage — which is exactly why a 20% code that wins on a two-item cart can lose on a ten-item one.

Stack the thresholds
